TIDEWATER CHAPTER

     MINUTES OF THE JANUARY 19, 2011 MEETING

       GOLDEN CORRAL RESTAURANT, HAMPTON, VA

Eleven members (11) members and one (1) guest in attendance.

   After everyone had finished eating their lunch, the meeting was called to order by at 11:56 a.m. by Chapter Secretary Dr. Wendell Parker CPP. He then introduced the day’s speaker, member Tom Esbenshade of the Economic Crimes Division of the local office of the Naval Criminal Investigative Service (NCIS).

     For the next forty minutes, Mr. Esbenshade gave an extremely comprehensive talk starting with the history of the NCIS  which dates back to 1915 with the Office of Naval Intelligence, an organization chartered to counter espionage and sabotage. Today, he explained,  NCIS has a worldwide presence with 165 locations aligned under 16 Field Offices. The breakdown of NCIS Strategic Services falls into three categories: (1) Preventing Terrorism; (2) Protecting Secrets; and (3) Reducing Crime. The two main activities for preventing terrorism are “counterterrorism” or offensive types of operations, and “antiterrorism” or defensive types of operations. To protect secrets, NCIS engages in counterintelligence, and the have several programs and policies in place to safe guard Navy classified information. To reduce crime, NCIS conducts felony criminal investigations into property crimes, crimes against persons, procurement fraud, domestic violence and illicit drug activity. NCIS also provides law enforcement support and training as well as investigative support to commands in the Department of the Navy. In the Economic Crimes Division, where Mr. Esbenshade works, the primary goal is “safeguarding the integrity of Department of the Navy priority program acquisitions”. This is done both proactively – with fraud awareness briefs, and fraud vulnerability assessments; and reactively  – by initiating investigations into such activities as bribery, kickbacks, conflict of interest, cost mismanaging, government credit card fraud, environmental crimes, and product substitution. 

     Upon completing his talk about the NCIS and answering questions from the members, Dr. Parker presented him with a “Certificate of Appreciation” and a beautiful ASIS pen. Mr. Esbenshade then spent approximately 15 minutes talking about his experience and impressions from attending last October’s ASIS International 56th Annual Seminar and Exhibits in Dallas Texas. As the lucky recipient of our Chapter’s free registration, he apparently made the most of this valuable professional opportunity.

     Members were then asked to stand and introduce themselves and their guests, and Treasurer Shawn Deans gave his monthly report. Member Kathy Wojciechowski from Langley Air Force Base in Hampton then a brief presentation concerning a document for terrorists that she found on the internet. Members found this highly disturbing , and Ms. Wojciechowski agreed to e-mail this document and/or the originating web site to those who expressed further interest. Finally, Secretary Parker thanked everyone for coming, and having no further business, the meeting adjourned at 12:59 p.m.

February 2011 Minutes

     MINUTES OF THE FEBRUARY 16, 2011 MEETING

       GOLDEN CORRAL RESTAURANT, HAMPTON, VA

Sixteen (16) members and two (2) guests in attendance.

   After everyone had finished getting their lunch, the meeting was called to order by at 1145 a.m. by Chapter Vice Chairman John Leo CPP. who started with a few announcements. He reminded those who had not renewed their membership, or paid their chapter dues, to please do so as soon as possible. He then advised everyone of possible changes in out line up of speakers for the coming months due to the possibility that the Society’s Chairman might be visiting our Chapter this spring. He then called on our Chapter webmaster Shawn Deans for an update on our website. Mr. Deans reported that the site in fact back up, but was only approximately 70% complete.

     Vice Chairman Leo then introduced the day’s speaker, Mr. Eric Custar, a port planner who works for the company of Parsons Brinckerhoff.  For the next fifty five minutes,  Mr.

Custar gave an extremely comprehensive talk on the “Port Security Commerce”. Starting with container security,  Mr. Custar explained what he called the “supply chain “ of goods to market, and how break downs in the security of that chain can easily affect a business. He explained how, the volume of these shipments and the numbers of breeches of security in this area can ultimately lead to a major impact on the gross national product of our country. He showed how the jurisdictional issues, such as the different definitions of cargo theft, and the lack of standardization in tracking cargo theft, have compounded the problem, and he outlines some of the steps taken by the Transportation Asset Protection Association (TAPA) to help solve these problems.  Mr. Custar outlined how stolen cargo is transformed into hard cash through one of five different fencing operations: (1) the neighborhood connection ; (2) the outlet fence; (3) the professional fence; (4) the master fence; or (5) syndicate crime fence which usually involves multi-state operations where the actual fence is far removed from the actual activity. The primary methods of cargo theft as described by Mr. Custar generally fall into one of seven categories. These include: (1)hi-jacking; (2)driver give-away; (3)insider collision; (4)blackmail/bribery; (5)document fraud; (6)grab & run; and finally (7) warehouse  burglary.  In response to these types of theft, Mr. Custar discussed several measures taken both here in the U.S. and abroad to minimize or prevent cargo theft. In concluding his talk Mr. Custar reminded us that, in general, security measures are tailored to keep honest people honest, and the overall security of the supply chain is dependent upon all the individuals in that chain.

     Upon completing his talk about port commerce and security and answering questions from the members, he was given a round of applause and Vice Chairman thanked him for coming. Treasurer Shawn Deans then gave his monthly report.. Finally, Vice Chairman thanked everyone for coming, and having no further business, the meeting adjourned at 1:04 p.m.

March 2011 Chapter Minutes

         MINUTES OF THE MARCH 16, 2011 MEETING

 PB AMERICAS, Inc. HALIFAX BUILDING , NORFOLK,  VA

Sixteen(16) members and five (5) guests in attendance.

     The meeting was called to order by Chapter Communications Chairman Mike Glover at 11:39 a.m.. After reciting the Pledge of Allegiance, everyone was asked introduced themselves. After introductions, Certification Rep. Donald Green CPP reminded those certified members to be sure to sign the re-certification points sheet in order to receive education credit points for attendance at today’s meeting.    

      After lunch, our speaker for the day was introduced; member Bill Pitard, PSP, BSCP, CCO  Security Specialist, and Certified Project Manager for PB Americas Inc.. For the next 55 minutes Mr. Pitard gave an excellent Power Point presentation on the subject of RAIL SECURITY, and the efforts of his company to help insure the security of the country’s network of rail roads.  Upon concluding his talk and answering questions from those in attendance, Mr. Pitard was given a round of applause, and advised  that a certificate of appreciation would be forthcoming.

        No Treasurer’s report was given and the members were advised that it would be posted on the chapter web site. Next month’s meeting is currently scheduled to be (as usual) on the third Wednesday which is April 20, 2011. The speaker and location of next month’s meeting was still in the decision process by members of the executive committee based on the schedule of our national Chairman, and further info will be posted as it becomes available.

April 2011 Minutes

         TIDEWATER CHAPTER

         MINUTES OF THE APRIL 20, 2011 MEETING

       GOLDEN CORRAL RESTAURANT, HAMPTON, VA

Eight (8) members and one (1) guest in attendance.

   The meeting was called to order by Certification Chairman Donald Green CPP at 11:42 a.m.. Because of the relatively low attendance, Mr. Green decided to forego the presentation he had planned which was a CPP study aid “jeopardy game”. Instead he called for brief presentations by those who were already certified to discuss the particulars about their own preparation for their certification exams. At 1154, Chairman Ray Ferrara arrived. He had just returned from surveying recent tornado damage at one of his company’s warehouse locations. After relaying to the group what he saw, and the procedures his company would follow to remedy the damages and mitigate the losses, he opened the meeting up to a general discussion about current and future chapter activities.    

     Member John Biddy spoke about how he and the Emergency Management Administrator, Mr. Rich Flannery, of the Hampton Roads Planning Commission will be completing a nomination package for a local law enforcement agency to be considered for the Matthew Simeone ASIS Award for Public Private Partnership Excellence. this award recognizes outstanding achievement by members of an ASIS chapter in the advocacy, development, implementation, and practice of public private cooperation for public safety.

      Following this there was discussion about where to have our next meeting, and what the program would be. Many expressed regret that the Golden Corral was not the best location for conducting presentation type meetings. We also discussed the possibility of a meeting with the Richmond Chapter to perhaps include a presentation by ASIS Chairman Ray O’Hara. Getting back to the subject of certification preparation, Chairman Ferrara, who holds several certifications verbally surveyed the other certified members to ascertain how they each studied for their exams.

     Treasurer Deans presented his monthly report, Certification Chairman Donald Green announced

that Norfolk Public Schools was looking for someone to fill a position as a School Security Coordinator and that the state school safety conference is scheduled for August in Hampton. In September, the NTOA  national conference will be held in Richmond, and finally, in October, the Virginia Emergency Management Association will be holding a hazmat conference in Hampton. 

      After a brief discussion about scheduling speakers and the latest happenings with the InfraGuard Organization Chairman Ferrara reminded everyone that that our next meeting would be on May 18, 2011 at a location yet to be determined.

      Having no further business, the meeting adjourned at 12:58 p.m..

June 2011 Minutes

 MINUTES OF THE JUNE 15, 2011 MEETING

 BOYD DINING FACILITY, VIRGINIA WESLEYN COLLEGE,

 VIRGINIA BEACH, VIRGINIA

Seventeen (17) in attendance – fifteen (15) members and two (2) guests.

     The meeting was called to order by Chapter Secretary Dr. Wendell E. Parker, CPP at 12:05 p.m.. After everyone had introduced themselves, Secretary Parker invited all to partake of the buffet luncheon.

    After lunch, Secretary Parker introduced the speaker, former state delegate and now special advisor to Governor Bob McDonald on veterans affairs and homeland security and emergency preparedness Ms. Terrie Suit. Ms Suit began her talk with an update on veterans affairs as they pertain to cemeteries, nursing homes, and veterans benefits. She discussed the Commonwealth’s latest efforts in fighting homelessness and several medical issues currently before the governor to help improve the care that veterans receive here in Virginia.

     Ms. Suit went on to discuss the latest issues in homeland security, specifically  the “Suspicious Activity Reporting System” or SARS. She explained how prompt and thorough reporting of suspicious activity might prove to be crucial in helping to prevent a terrorist attack, and reports of this type should include:

       – a brief description of the activity

       – date, time & location of the activity

       – physical identifiers of the person(s) observed

       – any vehicle descriptor information

       – where any suspicious persons may have gone

       - your name and contact information.

In the area of disaster preparedness, Ms Suit explained he relationship between the city manager system of government, which is prevalent here in Virginia, and Incident Command System (ICS) used to handle natural disasters such as hurricanes of tornadoes. She explained how we utilize the civilian response to such incidents, and the incorporation of private sector resources into incident response. She went on to explain the importance of credentialing the first responders, and she discussed the use of first responder access cards (FRAC) in identifying individuals who are legitimately qualified and authorized by the Commonwealth to be on the scene and disaster strikes. Ms. Suit also stressed the importance of private sector business plans for emergency situations .  Finally Ms. Suit revealed several cost cutting measures she has implemented in her office such as minimal overnight travel for her and her staff, and the use of non-paid interns to help with the work load. She then entertained questions from the members, and was given a round of applause.

        Secretary Parker then called on Treasurer Shawn Deans to give his monthly report after which Chapter Chairman Ray Ferrara addressed the group on the need to schedule and Executive Committee meeting for the purpose of outlining our upcoming events and establishing our speaker’s schedule. He also indicated that he would contact ASIS headquarters about the minimum number of meetings we are required to hold annually. Chairman Ferrara advised everyone that the next month’s meeting is scheduled to be held on July 20 at a location yet to be determined.

Having no further business to conduct, the meeting was adjourned at 1:12 p.m.

August 2011 Minutes

     TIDEWATER CHAPTER

     MINUTES OF THE AUGUST 4, 2011 MEETING

     THE TOWNE POINT CLUB,

WORLD TRADE CENTER, NORFOLK, VA

Six members (6) members and twenty nine (29) guests in attendance.

   This joint meeting with the Hampton Roads Chapter of the Association of Certified Fraud Examiners was called to order by Association Events Coordinator, Dr. Douglass Ziegenfuss at 11:58 a.m..

    After a few brief announcements, Dr. Ziegenfuss introduced the speaker, Alan M. Salsbury, Assistant United States Attorney for the Eastern District of Virginia. For the next hour, Mr. Salsbury regaled the attendees with his knowledge of and personal experiences in “Prosecuting Financial Crimes in the Eastern District of Virginia”.

     Beginning with a review of the federal statutes pertaining to financial crimes, Mr. Salsbury outlined how these types of crimes generally fall into one of four categories; mail fraud, bank fraud, wire fraud and health care fraud. Mail fraud is defined as any fraud which is perpetrated using either the U.S. Postal Service or any commercial mail/package delivery services currently operating in the United States. Bank fraud, Mr. Salsbury explained, includes any fraud which is perpetrated against any bank, credit union or lending institution which is chartered to operated in any of the 50 United Sstates and whose assets are insured by the Federal Deposit Insurance Corporation.. Wire fraud, according to Mr. Salsbury, today not only includes frauds perpetrated via land line telephone or telegraph, but also includes cell phones an the Internet or computer lines.  Health care fraud deals with crimes perpetrated against any public or private health care entity such as MEDICARE/MEDICAID. Mr. Salsbury also discussed the term “intent to defraud” and he further explained medical fraud, “check kiting”, ponzi schemes, and cases involving conspiracies to defraud.

      Upon completing his presentation, Mr. Salsbury answered numerous questions from the audience, and then received a resounding round of applause. Everyone seemed to feel it was a very informative and impressive presentation.

      Dr. Ziegenfuss thanked Mr. Salsbury for his time, and reminded everyone to fill out a “meeting evaluation form” and turn them in so that they could receive a certificate of completion in order to get their recertification points.

      Having no further business, the meeting adjourned at 1:07 p.m..

November 2011 Minutes

       MINUTES OF THE NOVEMBER 16, 2011 MEETING

        FORT EUSTIS CLUB, NEWPORT NEWS, VA

Twenty eight (28) in attendance – twenty three (23) members and five (5) guests.

     The meeting was called to order by Chapter Chairman Ray Ferrara, CPP at 11:49 a.m… After he introduced himself, and asked the other chapter officers to do likewise, he then asked the other attendees to introduce themselves. He then outlined the activities for the meeting, which included the speaker’s presentation followed by our annual election of the 2012 Chapter officers. He then invited everyone to proceed to the buffet to get their food and begin eating lunch.

    After everyone had gotten their lunch and was reseated, Chairman Ferrara introduced the speaker, Sgt. L. W. Spencer of the Newport News Police Department Organized Crime Division/Gang Enforcement Unit. For the next 45 minutes, Sgt Spencer gave a highly informative power point presentation covering all aspects of gang activity in the city of Newport News. Beginning with the criteria for establishing a police monitored gang – 3 or more individuals involved collectively in two or more crimes- he showed graphed statistics of current gang demographics by race, sex and age. He went on to show us the extensive lists of identified gangs currently existing in Newport News. He showed us geographically where gang concentrations are and where gang activity is located. Sgt. Spencer then switched his discussion to motorcycle “clubs” where he explained how they seem to be focused primarily in the vicinities of the areas of regions military bases. He showed us a very extensive list of these clubs currently in existence and he explained the fine line which seems to separate the legitimate clubs and those which are considered outlaw biker gangs. Finally Sgt. Spencer shared with us some of the more recent newspaper coverage of some of the illegal activities of these groups. Upon concluding his presentation, Sgt. Spencer answered questions, and was then given a round of applause for his presentation.

     Chairman Ferrara then introduced another guest, Dr. Nathan E. Busch of Christopher Newport University, who spoke briefly about the University’s upcoming “Symposium on Homeland  Security”. The dates for this symposium, which will be held at the University’s Center for American Studies, are 19 & 20 July 2012.

      Chairman Ferrara then opened the floor for any additional nominations for Chapter officers. Having no additional nominations, the members voted on each previously submitted nominee. The results of that election for 2012 Chapter Officers were:

     The meeting was called to order by Chapter Chairman Ray Ferrara, CPP at 11:51 a.m… After he introduced himself, and asked the other chapter officers to do likewise, he then asked the other attendees to introduce themselves. He then outlined the activities for the meeting,

and invited everyone to proceed to the buffet to get their food and begin eating lunch.

    After everyone had gotten their lunch and was reseated, Chairman Ferrara then opened the floor for any additional nominations for Chapter officers.
